connect SQL Developer 4.1.5 GUI tool to a database from the command line ?

can I connect SQL Developer 4.1.5 GUI tool (not command line version of tool) to a database from the command line ? Such as C:\sqldeveloper\sqldeveloper.exe "command to connect to specific database" ?

Such as, for example, C:\sqldeveloper\sqldeveloper.exe "command to connect to specific database" or something along those lines ?
