Connect local dev box to proxy?

Our servers are on a special network that allows applications to connect to things outside the firewall (RSS for example) but on my local box it dies when I try to run the same process because it can't get past the proxy... Is there a server setting that would allow me to put my user name in password so that it could connect to the proxy?
