Connect ASM to EM

I created an ASM instance and a diskgroup, then in a database witch is relying on the same machine, I created an tablespace in this ASM, and a table in this tablespace. Everything going well, but I couldn't connect to ASM with Enterprise Manager. In EM from administration tab I click to migrate to ASM, then I write SYS password and OS user credentials, then I click next, I get such error:
Listener refused the connection with the following error: ORA-12528, TNS:listener: all appropriate instances are blocking new connections The Connection descriptor used by the client was: (description=(address=(host=localhost.localdomain)(protocol=tcp)(port=1521))(connect_data=(sid=+ASM)(server=dedicated)))
Could anyone help me o solve this problem.
