Confusion on Logical operators in Oracle

Hi Gurus,

  Could you please help me understand how oracle interprets this query?

  This gives me values so I think its being interpreted as  'where (1=1) OR (1=-1 AND 2=-2)', but want to confirm.

SELECT 1 FROM DUAL

                  WHERE 1=1 OR 1=-1 AND 2=-2;
