configure OHW display format

Is there a way to change the display positions of the tabs in OHW?

I have a request to mimic RoboHelp's WebHelp format (TOC, Index, and Search display in a lefthand panel rather than across the top) as much as possible, but we need to use OHW because the WebHelp TOC does not display well on UNIX.
