Configure OC4J with Oracle JDeveloper 10g

Hello,

I am trying to configure OC4J with Oracle JDeveloper 10g .however i get the error:

Connection refused: connect

Plz tell me know the reason for this and any way to correct this error.

I am trying to run a web appln based on struts.
