Conditionally change the color of a cell based on another cell value

Hi,
Under APEX 22.1 I have an IR and I would like to change the color of a cell based on the value of another column.
If the value of the column Valeur is equal or superior to the value of the column Cible, then the column Valeur would be of green color, otherwise it would be orange color.
Capture.PNGIn this example the first line of Valeur would be Orange. The second line of Valeur would be green.
How to achieve this ?
