Conditional display of TAB depending on &USER.

Hi,
dependent on the USER (&USER.) I like to allow/restrict the display of a TAB. I used the conditional display function and assumed using Expression 1 = Expression 2
Example:
Expression 1
&USER. (or: &APP_USER.)
Expression 2
FISCHER
shud display the TAB - and if a different user logs in, the TAB is not displayed.
The above ALWAYS restricts the TAB from displaying.
pls kindly advise. brgds
