concatenate pageitem value to a url

i am trying to open a url from apex application by passing parameters from a text to the url target of a botton but it is taking the name of the text not the value.
this the url which i am trying to open

http://www.resalty.net/api/getBalance.php?userid=||:P17_username ||&password=||:P17_password
