Component ID's changed on database copy breaking existing working copies

We recently upgraded our EXADATA and as part of that copied our database over from old EXA to new. After that was done, we were unable to merge existing working copies into main due to the component ID's having changed.
We were able to work around this by exporting the working copy, importing it as a new application, then copy the changed pages into main.
We are currently on APEX 23.2.8
Has anyone else had this or a similar issue?
