Compile Package Body

Not sure if this is an issue:
From a SQL Worksheet - right click - Open File - load package body from file. If I compile using F9, the package body is compiled but the last semi-colon is removed, the package body state is Invalid and when viewed in the database it is missing the semi-colon after the END {package body name}. If I compile using F5 - package body is compiled properly.
Tried Package spec and same scenario as above.
Is there a way to open a package body/spec from the file system into a Procedure window.
