Compatiblity init parameter

Currently I have a 10.2.0.3 database with COMPATIBILITY=10.2.0.3. In order to sych up all settings with our production environments, I set COMPATIBILITY=10.2.0. When I bounced the database I received an ORA-00201 error.

I've read the Compatibility and Interoperability chapter of the Upgrade Guide (chapter 5) and it does say that you cannot downgrade the database. However, I'm wondering if that applies to major version levels only (i.e. 10.2 and trying to set it back to 9.2) My understanding is that this parameter has always applied only to major version/release/minor version (10.2.0 and NOT 10.2.0.3.)

I've opened an SR asking the analyst to point me to a recent document that says otherwise, but he only seems to give a smarmy response and has closed the SR since he seems to think he has answered my question. Can anyone point me to a recent document that states I am specifically prohibited from changing the COMPATIBLE parameter in this manner?
