compatibility parameter

We have oracle 11.2.0.1.0 installed in one of our servers. But in the database which is in that box compatibility version is 11.1.0.0.0.
My questions are
1. Can this leads to performance issues?
2. If so, just changing the system parameter and bounce the database going to solve the issue?
3. A person at our ERP vendor company said that even you change that binaries going to be different and that might leads to performance issues and suggested to drop take an export, drop the DB, create a new DB with compatibility version same as oracle version installed and import it back again. I'm not DBA, but this sounds bit fishy to me since its a system parameter you can change.
Can anyone explain this to me, if it is true?
