"Compare With" in SQL Developer 17.3.1

I recently migrated from 4.1.5 to 17.3.1, and can't get "Compare With" in a package to work in 17.3.1. All the options are greyed out, like this:

This is regardless of whether the package is opened from a file or directly from the database. Works fine in 4.1.5, does the compare work differently now, or is it a bug?
