Compare two numbers

Need help to identify if a number is off by two digits. 

Example :

--> Compare  A--> 123456789  and  B--> 923456781

The above two numbers are same except for first and last digits in "B" . Need to identify such cases where the number is off by two digits.  All suggestions are welcome.
