Commit taking too long

I have a 3 select and one Update statement(updates only 1 row) in a transaction.
the time taken to completed the 4 statments is just 4 milli secs.
But for the complete transaction to complete it takes > 1000 and < 9999 milli sec
I presume most of the time is wasted in commiting the transaction.
This database serves an Online web portal with 400 concurrent hits

There is no contention on Rollback segements and i have reduced by redolog file size from 50MB to 10MB

Please suggest
