Commit Button Disabled

I have been developing applications for a number of years, and it has completely baffled me why the commit button is not responsive to updates on an ADF Form.  When you update a form, the commit button should become enabled.  You shouldn't have to go to the next record (page), then be able to press save.

When you "Run"  the application module and make a change to a record in the form and then move to the next field, the commit button immediately becomes enabled.  This should be the case on an ADF form also.  For the most part, all I can find are forum posts to say change the disabled property to false (from disabled="#{!bindings.Commit.enabled}"). 

I am sorry, but that isn't a proper solution!    Is there a reasonable solution for this?
