CNV Viewer - User should be able to selectively reduce or increase the size of condition flags

While the CNV viewer allows the all symbol size to be increased or reduced globally, it would be useful to allow the user to selectively increase or reduce the size of only conditions. This would help the user to control the object visibility on the CNV viewer screen,.
