Cluster Time Synchronization Service CTSS issue

Hi guys..we are facing the following issue in our RAC with 2 node....

CRS-2409:The clock on host dcaxonb1 is not synchronous with the
mean cluster time. No action has been taken as the Cluster Time Synchronization
Service is running in observer mode

I checked the NTP daemon..it is active on both the nodes and the CTSS daemon is in observer mode....So do i have to move the /etc/ntp.conf file to a different location and make the CTSS daemon into active mode....what do you suggest...

version is 11.2.0.
OS is AIX..
