CloudControl licencing

Please can someone clarify if CloudControl 12c is free to use or not?

We have numerous licensed Enterprise edition Oracle databases which we wish to monitor, and have a few of the management packs licensed also.

Assuming we turn off, via cloud control, all the packs which we aren’t licensed for, after we have installed the cloudcontrol agents, do we need any further licensees?

Also, do we need to separately licence the database that CloudControl will run from (I have heard we don't)?

If you could link to any official documentation/statement/promo that confirms the truth, I would be grateful, so I can satisfy my manager. I’m aware of the licensing blurb at http://download.oracle.com/docs/cd/E24628_01/license.121/e24474/ch1_introduction.htm , but as far as I can see it doesn't answer my questions.
