cloning issue from multinode to multinode in 11i

Hi,
I am facing below issue after the completion of cloning from multinode to multinode in 11i,

after logged in into EBS 11i, through system administrator responsibility, i tried to open form, then i am getting the error like " Function is not available to the current Responsibility".

Can anybody help me on the same issue.
