Client Installation does Nothing on Windows 2000 and 2003 Server.

6 Virtual machines running Windows 2000 or 2003 Server Enterprise Edition.
Only one (Win 2000) has successfully started and finished the 32bit client installation. Using win32_11gR2_client.

The other 5 do absolutely Nothing when I double click on the setup.exe.
Why?
