Clearing Cache

I develop apps with webstart, but have toruble with Webstart not downloading the latest JAR I've uploaded to my server. I'd like to completely clean my cache and force a fresh download.

As far as I can tell, though, the webstart manager seems to have been removed from the JDK. Typing javaws at the command line only lets me select from a couple of toy program to run.

How can I clear my cache? Is there a way to administer WebStart? Also, why am I no longer offered the option to install links to apps on my desktop?
