Clear Cache Issue in APEX

I am redirecting from one page to another URL using f?p=&APP_ID.:21:&APP_SESSION.:::1:::. It doen't clear the page et all. I get the correct data after refreshing the page manually. How can I fix this issue?

URL location : statically Defined

Static URL : f?p=&APP_ID.:21:&APP_SESSION.:::1:::

Can someone help me on this issue ?
