Cleaning up wrm$_snapshot_details in 11.2.0.2/11.2.0.3

Snaphot information does not get removed from wrm$_snapshot_details even when all relevant entries from wrm$_snapshot are deleted based on SNAPSHOT_SETTINGS.
Anyone know if this a bug or expected behavior? Have not had much luck on My Oracle Support.
Can we delete orphaned (snap_ids that don't exist in wrm$_snapshot ) from this table and rebuild the associated index to reclaim space?

Thoughts/Suggestions?
