Clean text before insert

Hello, I have some data i want to clean before i put it in another table. I'm going to make a report in Application Express, but it seemes that these symbols or what they are, mess up with my html code in some way.

An expample on the data I get.

The power supply doesnÃƒÂƒÃ‚ÂƒÃƒÂ‚Ã‚Â‚ÃƒÂƒÃ‚Â‚ÃƒÂ‚Ã‚Â´t work

I want to clean up the text so the result will be "The power supply doesn´t work"

How can i do that? If someone has a good solution please tell me.
