Classic Report Performance Issue When Using Images With Small Footprint

I am using APEX 4.2 on Oracle Db 11g EE 11.2.0.3.0 64 bit.

I am trying to use a custom designed button image in the first column of a Classic Report as a link to another page in the same application.  I've uploaded the image files as both WORKSPACE_IMAGE and APP_IMAGE with the same results.  What I'm finding is that when the image's pixel footprint (not size on disk) is large (~156 x 30 px) the report renders quickly, but when the image is smaller, similar to the size of the native Edit image (64 x 15 px) the report renders very slowly and sometimes, not at all.  I don't want to use larger images because the page height increases and forces users to scroll and the huge button looks ridiculous in a report.

I've used both Paint and PowerPoint to create the button images, and I've tried multiple formats, BMP, GIF, JPG, and PNG with the same result.  The file sizes on disk range from 2kB to 8kB, depending on the pixel size and file type.
