Classic report leading and trailing blanks are being stripped

I am in the latest version of Apex 5.1.3 (I believe) and I am creating a classic report. I have columns with values containing leading and trailing blanks. The report seems to be stripping off those leading and trailing blanks. I looked in our knowledge base to see if anyone else had this issue.

Found this...

You can retain the spaces in  the report

by  going to report attributes specific column , and tab on column formatting

In that in HTML Expression you can give

<pre>#<your columnname in upper case#</pre>

(e.g) BOND_NUMBER is my database column and I give as below

<pre>#BOND_NUMBER#</pre>

However, when I tried to do it, the blanks still got stripped off. So maybe this worked in Apex 5.0 but does not seem to do so now.
