clarification between "release/update" and kernel

Something I've never given much thought to before, but now getting into questions of using servers that seem 'marginal' for upgrading db from 11.2.something to 12.1.

Question is the relationship, if any, between the "update" number of an OL release (ie:  release 5 update 6) and it's kernel.  I know that new kernels can be installed .. and even multiple kernels, then which one is actually used specified in grub.conf.  But I don't know how this relates to the release update number.  What is really the defining factor between one update and another?  What process actually updates the various /etc/***release files?
