CLA specification in ISO 7816-4

I'm trying to figure out what would be an acceptable value of CLA for my applet to use, and I was reading ISO 7816-4 section 5.4.1. However, I'm not sure what the specification means. What does "Structure and coding of command and response according to this part of ISO/IEC 7816" mean? Does it mean the corresponding code is ok to be used as long as the APDUs are formatted according to the standard? or does it mean it is special and can't be used?
