Chinese character display from NCLOB datatype column

Oracle = 11.2.0.3.0

APEX = 5.1.1.00.08

OWA  = 10.1.2.0.8

ORDS = 3.0.9.348.07.16

Apache Tomcat = 8.5.24

NLS_CHARACTERSET = WE8MSWIN1252

NLS_NCHAR_CHARACTERSET = AL16UTF16

REQUEST_CHARSET = AL32UTF8

REQUEST_IANA_CHARSET = UTF-8

My application language is English. I have a single Textarea that needs to contain Chinese characters. The Chinese data originates from an NCLOB datatype column.

When the textarea is displayed, I get: “¿¿¿¿¿¿¿¿¿¿¿¿¿¿¿¿¿¿¿¿¿¿¿¿”

There is a post about this from 11 years ago: Application Express and NVARCHAR2  from which I understand that I need to change my database characterset to resolve.

I am now hoping that maybe there is less drastic solution 11 years later.

Is there a way to correct this without changing my database characterset?
