Checkbox page getting ora-06502 numeric or vaue error: character to number

I have posted a sample to reproduce the error. I had this thing working perfectly for a while and recently I came back to it after awhile and it simply stopped working. AT first it would just refresh the page without acutally changing my checkbox value, no error or anything. So I tinkered with it some and now it throws the ORA-06502.
