Check for Updates can't connect to "Update Centers"

When I try to use the "Check for Updates" feature in SQL Developer I am getting "Unable to refresh list of update centers" (screenshot #1) and "Unable to connect to internet" (screenshot #2) errors.

When I select "No Proxy" or "Manual Proxy Settings" (with a known local web-proxy server) the "Text Proxy" setting reports successful (screenshot #2)
The "Search Update Centers" box was empty, so I manually added some I found in other posts on this forum (from 6-8 years ago)
Internet Explorer and Chrome both work using the automatic configuration script (as per my company policy)
I'm using Oracle Instant Client, but I checked 2 other co-workers that are not and they have identical issues

versions:

Java 1.8.0_121

Oracle IDE 4.2.0.17.089.1709

Windows 10 Enterprise

Oracle Instantclient 12.1
