Changing the user interface language of Forms and Reports Builders 10G

I have installed Developer Suite 10G on a Windows Vista Home Premium edition that has Oracle 11G DB installed on the same machine.

My problem is that I do not know how to change the user interface language of both Forms and Reports builder. The user interface in both applications give me a mixture of English and Arabic (Example: The last two menus: Window and Help appear in Arabic while the rest appear in English), and somethings in the object navigator appears in English while the rest appear in Arabic. In addition, the run-time applet that contains the runtime form and report has an Arabic interface!.

Before I install the Developer Suite, I have English (US) as main language and Arabic (UAE) as the language for non-unicode applications set in the Windows Regional Settings (accessed by the Control Panel). I tried to change the latter to English, restarted my PC and then ran Forms and Reports Builders again but I got rabbish (not understood characters) in place of the same sections that used to give me Arabic characters.

I believe there should be configuration files that allow me to specify the user-interface for those two applications. Sadly, I do not know them.
