Changing DB LiNK for a Location

I need to change database link used by a particular location.

The new DB Link was set up on the Database and is working properly.
I went to Control Center and unregistered the location.
Then I went to Design Center , opened the location properties and tried to choose new DB link from the drop-down list.
But every time I treid to do it I am getting error message: API0259- The object cant be edited in read-only mode.

That would mean that this location is locked by some other user.

But I double-checked on the database- there are absolutely no other users connected to the OWB metadata repository- and I myself was logged as a repository owner

What could be wrong here?

Does anybody know in wich repository tables one can check which objects are locked ?

We are using oracle Warehouse Builder
Client : 10.2.04.36
Repository: 10.2.04.0
