Changing Background Colour of a Region with CSS

Hi Guys,

I have never tried to use CSS in any form before let alone in APEX but I have a region that I need to change the background colour of to white and I found out you can do this in CSS.

My region is called Login. Where would I place the CSS code and how would I write it?
