change value in spfile while oracle is shutdown

as you know i can not change value of MAX_DISPATCHERS while oracle is running, i am using spfile, can any one tell me how can i change value of MAX_DISPATCHERS in spfile while ORACLE is shutdown and i don't want to create spfile again, like creating pfile from spfile, then changing value in it, then creating spfile from pfile
