change timezone GMT+1/CET to EST/EDT

How can I change a time from GMT+1/CET to EST/EDT ? I tried to use new_date function but it doesn't have GMT+1/CET option.

Beside that EST has now DST but in Europe the DST is not used yet (the time will change this weekend).

What timezone should I use to care of the DST time all the time no matter what the time ?
