Change the frequency of an audio file?

Hi all, i'm a newbie in digital audio processing and now i have a project for android cellphone that needs to change the male voice to female voice and vice versa. My suggestion is change the frequency (+ 80Hz) of the input audio but how to do that is a problem. Can anyone help me?
And i also want to ask a question, although it's quite stupid: Wy the bit depth of an CD audio is 16 bit, but the frame size is 4 byte/frame? I think to encode the sample we use 16 bit, so it only need 2 bytes? Are the another 2 bytes used for synchronization?
