Change the encoding of the database

Hi,

I try to change the encoding of the database. I typed the following command :
ALTER DATABASE CHARACTER SET WE8ISO8859P15;

And I get the error message :

ERROR at line 1:
ORA-12719: operation requires database is in RESTRICTED mode

I usually use Oracle as a simple developper. I am a newbie in Oracle Administration. Any help would be appreciated.
