Change Password link not displaying under Preferences in EBS when SSO enabled with OAM/OIM

We OAM 11.1.2.3/OIM 11.1.2.3/EBS r12 Integrated and SSO enabled. In EBS under Preferences link ---> Change Password we see the below instead of a link pointing to OIM Change Password Page

As we have SSO enabled and OAM/OIM integrated so should see something like below in EBS under preferences

Any idea on what might be the issue is.
