change nls numeric characters

Does anyone knows how do i change the decimal character to ',' instead of '.'???

Im using Report Builder 10.1.2.0.2.

Database NLS_NUMERIC_CHARACTERS is set to ,.

Im trying to format NUMBER to be like this 7.386.483,76 and im getting 7,386,483.76. does anyine knows how to force it?
