Change Error Message In Apex Oracle 5.0

okay so i have one Modal Page in it two buttons Apply Change and Create conditionally showing.(default apex Page Submit buttons with database Update and Insertion on click)

Can i Generate Error Message Manually not Default Error Message (ORA-00001: unique constraint (ECUBE.OMS_PARENT_CHILD_UN) violated)

Changed it to something "Change Values".

-->Used Unique constraint table(column) level.

-->Not Using any Page Validation.
