Change Case keyboard shortcut doesn't work in PL/SQL Editor

I use the keyboard shortcut CTRL-Shift-' quite a bit to change the case of code. I'm in the latest EA release and that shortcut doesn't work for me in the PL/SQL editor, but still does work in the SQL editor. Not sure if this is by design or not, but I miss it.
