change assitant on windows

Can the change assistant be run from a windows 2008 R2 file server?, the documentation says it can:

"PeopleSoft Change Assistant runs only on Microsoft Windows platforms"

Is this a new feature, my understanding was it need to be run from a windows xp or windows 7 machine, Can anyone confirm this?
