Centralized Database

Dear Mates,
We have 38 different oracle databases running in 38 different locations in our city. Some of them are in Oracle 8i and few are in Oracle 9i. For better manageblity, we want to make a centralized Oracle database server where we will store all the data of those 38 locations. I wonder how can we merge all these 38 databases into one. FYI, all these databases have the same SID. How should we go forward? I thought about making 38 instances in one high end server but that leads to huge cost. Please advise.
