Case insensitive database ?

Hi ,
Can anyone tell me if there is any way to make a database,Oracle,case-insensitive?
I've heard its possible with some code page in Windows as SQL server does,but have no idea what we need to do,..
I dont want to go for function-based-indexes for varchars but want some single option which can make my whole database case insensitive.
