Cascading select lists in tabular form based on text field value

Hi,

I have this tabular form with one select list/pop up lov ("new value"). This lov will cascade according to "parameter code" text column value. e.g. for code 1001, new value list will arise values as like-

For 1002,1003 etc parameter code list will change with different other values.

I've found some solutions but they are for two select list/popup lov. My problem is with text column and one list. How can I solve this?? I'm using Apex 5.
