Cascade level in NFC

Hi
1.What exactly is cascade level in NFC anticollision loop.I was going through the 14443 A and it mentions Anticollision loop starting with cascase level 1 and searching for UID and if UID is not received ,it should go to cascade level 2.What is the difference between these cascasde levels ?

2.Also when PCD tries to PICC in HLT state ?
