Cant open ogd files

I have a form that has a embedded graphics object in it. When I try to load the graphics object I get the following error message:
OG-01105: Can not find file c:\winnt\system32\DailyConsumption.ogd. I dont know why the application server is looking in that directory for the file, because I set my GRAPHICS60_PATH to point to where the files are housed. Maybe I did something wrong when I incorporated the og.pll library?
